Plan and program of the Fishermen's Cooperative Lanterna contains primary, secondary and tertiary goals, which are of short-term (until the end of year 2006) and long-term character (nominally until year 2008).

Primary goal of the Cooperative is to organize collection of products/fish and their sale in the European Union markets and markets of the Southeast Europe, while not neglecting national wholesale markets in Zagreb and Osijek. Cooperative's goal is to boost the overall quality of products in order to achieve better market conditions and prices. By designating adequate fish collection points/centers, the Cooperative will achieve lower cost of product manipulation and transportation, and the fishermen will have the access to packaging products, ice and other supplies necessary to improve the quality of products.

Secondary goal is to improve the working conditions of fishermen by enabling them to purchase fuel and materials in a cheaper, faster and easier way. The acquisition of materials and other components necessary to manufacture fishing tools, wessels and fishing accessories at purchase price increased only by import costs, and cost of transportation and distribution, will create the prerequisites for the improved and increased safety and operativeness of fishing vessels.

Tertiary goals of the Cooperative are the most complex and long-term goals that are extremely important for the subsistence of the Cooperative and its activities:

a) The inclusion of Fishermen's Cooperative Lanterna in the 'Fisherman' project which aims to achieve two goals: construction of fishing port for about 50 fishing vessels and construction of the fish wholesale market in Pula.

b) Implementation of manufacturing system for the refinement of fish and other seafood products.

c) Integration of Fishermen's Cooperative Lanterna in national programs and international projects. The Cooperative operates in accordance with the goals and guidelines of the National Program for the Increased Fish Consumption in the Republic of Croatia.

d) Education of the existent cadre and development of the prerequisites for the education of younger generations of fishermen and complementary trades.
